Starting Points: Batman in Gotham, Superman in Metropolis.

Batman… he doesnt need super powers :D

    Batman. In the comics, Superman gave Batman a Kryptonyte bullet in case Sups went crazy. He said that Batman was the only one he could trust enough to use it. Plus in "Dark Knight Returns", Batman clearly wins, but only allows Superman to win in order to go back into hiding.
